I had already made a similar suggestion to the Japanese Goverment some time ago which was not favourably received, but have renewed my application to-day and telegraphed to the Admiral to await the result which I shall communicate to him, before tak- ing any action.
Minister for Foreign Affairs assures me that the men are under careful supervision and will not be de- ported without communicating with me,
